It isn't in the text category, no, so I think you've nailed the problem there. I raised it's priority in the actions panel tho & find it's now the default if I have an url in the first QS panel - even though it's not in the urls action category either!
There hasn't been an update to Writeroom for ages, certainly not in 2013 anyway!
