Are you simply selecting Firefox in the first pane, and Open in the second 
pane? If so, then something is wrong in Firefox's own preferences, because 
the using the Open action on an application sends the exact same command to 
the operating system as clicking on its Dock icon or double-clicking it in 
a Finder window.
