I have no direct experience with the behavior your describing, but I do have similar experiences. You don't by any chance change keyboard layouts, do you? If you do, there are some strange issues that are [currently being worked on][]. I suspect that the problem is related, at least, to this. The problem extends beyond 𝑄uıcĸsılⅴεʀ. I think something in Mountain Lion, potentially a bug, does not allow third-party apps to correctly bind keys in a repeatable fashion. Of course I may (likely!) by totally wrong.
