Sorted! So, anyone remember what my new favorite trigger was? ⌘⌥V = Current Tab (Chrome) → Paste I can now reliably reproduce this behavior. The page url does indeed get pasted into the current application but this is when both TextExpander will hang (for one expansion) _and_ when the clipboard module stops recording new entries.
