I've disabled the contacts plugin and not had any delays for a few hours. I'll keep an eye on it, but that seems to be the solution for now.
Something to note is that Contacts syncs with remote services way more often than in 10.8. Run sudo pmset -g log to see all of the locks for AddressBook. It looks to be as often as once per minute, which makes me wonder if that's causing the Contacts QS plugin to reindex things way more than needed.
