There are a couple of possibilities.

If you select a text file and hit → or /, each line will become an item you can match by typing. So you could create a trigger for “phrases.txt ⇥ Show Contents”, then you’d be able to search through them.

You could also just add a new “File & Folder Scanner” catalog entry that points to `phrases.txt`, and enable “Include Contents: Text Lines”. That will add the phrases directly to the top-level catalog.

That only works if every chunk of text is a single line, though.

Another option (that will work with multi-line text) is the Shelf plug-in. If you add all of your phrases to the shelf, you can get to them many ways:

  * Call up “Shelf” and hit → or /
  * Make a trigger for “Shelf ⇥ Show Contents”
* Show the Shelf in another window by hitting ⌥⌘S in Quicksilver. You can keep this window open all the time, or attach it to a screen edge and make it slide out when you mouse over to it.
