If it can be done via AppleScript, it could be added to the Extra Scripts plug-in (which currently only has the regular “Empty Trash”. In the meantime, you could create your own AppleScript for this and run it with QS.

Also note that there’s a preference to *always* empty securely in more recent versions of OS X. Not sure if it was around in 10.6. That was a long time ago. ;-)
