The default action will be the highest ranked one that applies to the 
type of item selected. Items can have multiple types. URLs have both a 
URL type and a Text type, which allows you to use all the text-related 
actions on them, in addition to the ones specific to URLs.

As a general rule, the fewer types an action supports, the higher it 
should be on the list. Unfortunately, there's no easy way to determine 
all the types an item has, or all the types a particular action 
supports, but common sense and experience can eventually give you a 
picture of what's going on.

"Open URL" shouldn't even be an option under the text type, but I just 
checked and I think there's another "Open URL" (with a generic app icon) 
coming from the Services Menu plug-in. Maybe that's the source of the 
confusion. The *real* Open URL action (with a gear icon) only applies to 
URLs. So if you find that one and drag it high on the list, and drag the 
other one way down below the text actions, things should work correctly. 
(Just keep the real Open URL lower than Search For..., since the latter 
only applies to Search URLs and should be toward the top.)
