You can do this. If you go to Preferences → Command, there are settings for “Modifier-only activation”. You can enable that for Caps Lock, but only if you’re willing to double-tap it. The other modifiers will work with a single *or* double tap.

Or, you can do what I always do:

1. Set your Caps Lock key to be another Control key (in System Preferences → Keyboard → Modifier Keys…)
  2. Configure Quicksilver to activate with a single tap of Control

Karibiner is also an option, but that’s killing a mosquito with a bazooka. :-)
