I’m not sure what to make of that. I *think* when the Keychain is locked, it just means you’ll have to provide your password if an application tries to use it. It shouldn’t mean that nothing can ever use it. In any case, it might be worth a try unlocking it from Keychain Access then sending.

You should also be able to manually create a new item in the Keychain that looks just like that one, and remove the old one. Maybe then you’ll have more control over the list of applications with access.
