In Preferences → Triggers, create a new Keyboard trigger.

In the first pane, type

    tell application "Finder" to make new Finder window

and then select “Run as AppleScript” as the action.

If you don't see that action (it should be the default for anything starting with “tell”), go to the Actions section of the prefs and make sure it’s enabled (checked).
