That should be all you need, but it probably does need to go in
`~/Library/Application Support`. There could also be caching of the
preferences at work, but I doubt it on a new system where you haven’t
run QS yet.
In any case, you could try quitting the app and running `defaults read
com.blacktree.Quicksilver` in Terminal to ensure that the current prefs
are loaded. (Then launch QS, of course.)
