Maybe with a lot of gymnastics, but [Karabiner][1] would probably be
better for something like that.
You could probably also do it without any additional software just by
creating `~/Library/KeyBindings/DefaultKeyBinding.dict` and putting [the
right stuff][2] in it, but I don’t know off the top of my head what
that would be.
