I would like to assign a hotkey that activate chrome by default but if
chrome is currently the activated window, it would switch to Safari.

Is that possible?

Should be. Just create two triggers with the same keyboard shortcut and use the Scope tab in the triggers’ settings to control when each is active.

So one would open Chrome and be disabled when in Chrome. The other would open Safari and be enabled when in Chrome.
