I don’t use that interface normally, but I tried it under High Sierra and it seems to be staying where I put it.
I did click “Defaults” in the appearance preferences just because the colors I use with Nostromo don’t work at all for most other interfaces. I don’t think that would have any effect on window position, but you could give it a shot.
