Is it possible that it’s coming up, but you just can’t see it? I assume LibreOffice isn’t using standard macOS UI code, so the window layering might be confused.

The interface you’re using could also make a difference. You might try different interfaces in QS to see if that helps. (Not as a permanent switch, but just to troubleshoot.) Some of them might not appear above full screen apps.

When QS crashes, which is frequent, that also makes it, obviously, so it doesn't respond to its activation command, but then, when I double click it's icon in /Applications, it, along with a crash report box, loads.

What version of macOS and Quicksilver are you on? Crashes are pretty rare with the latest version.

When LO is loaded, double clicking the QS app icon does nothing: Quicksilver acts as if it's not loaded but it must be, because after closing LO, QS reappears. Sorry for the verbosity. Any ideas would be appreciated.

Does it not appear in the space where LibreOffice is running, or does it not appear anywhere?
