As much as I hate to refute Ken's word, I am confident that the current
Tcl/TK instructions work as shown in the book.
Perhaps Ken had an issue with changing from an unprivileged user to the
root user and the build variables did not get carried across. Anyway,
these instructions work and I can't see spending time trying to fix
what ain't broke.
