Reopening this bug as things have changed just a bit and the instructions
will need to be modified. Right now we pass datadir=/lib and this now causes
locale data to be installed in /lib/locale instead of /usr/share/locale.
Not good.
Removing --datadir and instead passing --with-default-dict=/lib/cracklib/pw_dict
seems to get everything installed where it belongs.
Will test and update the book before closing the bug again.
