Well, it sort of is a rule. I'd have to check the Editor's Guide to
see if it is an "unwritten" rule, but I know Bruce is somewhat
adamant about it (I don't mean that badly, Bruce, as I tend to agree
with you).
It's not in the Editor's Guide that I know about. So, is this a rule
or not? Are the Dependencies build-time only? If so, there's
probably a bunch of changes needed.
What we do, Dan, is right below the required deps, simply make a
paragraph saying something like:
Though it is not a build requirement, the abc package must be able to
locate the xyz package at run-time. If you have not installed xyz,
you should do so before running abc.
