 I think I have a solution.  We can make the upstream dns patch "Required"
 and update the optional iproute2 patch to work properly on the resultant
 file.  Of course this should be explained in the text too.

 Then if someone applies the iproute2 patch without the dns patch and the
 patch doesn't apply or applies with offset/fuzz, then they are on their
 own.

 Does this seem like an appropriate way to go?
