There is no /etc/xfce4 on the CD. There is, however, /etc/xdg/xfce4, which
is OK. So, combining this with your GNOME comment and Randy's KDE
observation, the only untested cases which could cause the need for XDG_*
variables are:
* XFCE in a directory other than /usr
* GNOME in a directory other than /usr
