#2223: Editors should check for UTF-8 manual pages

 There is a script listed out on the Locale Related Issues page
 which can be run to identify any installed UTF-8 encoded manual
 page. This script should be run by Editors after updating a
 package (or adding a new one) to ensure UTF-8 manual pages are
 not installed on the system.

 I realize that it will probably come down to running the script
 on a periodical basis, but something listed in the Editor's Guide
 would at least show that it is something that should be done.
