I'm not sure what you mean here, David. Could you explain? As far as the intltool dependency, I can't ever figure out if packages will use an on-board copy, or if they always just fall back to the included copy. I never install intltool anymore, as it simply isn't required to build anything. Packages nowadays seem to include it if they need it. I haven't installed it since I can remember, and everything works just fine without it.
