Updated to a2ps-4.14, removed two seds as detailed in Randy's comment.
Removed --localstatedir configure option and made psutils a recommended
dependency.
Note that I can't get rid of the make check failure, so I have just left a
comment to that effect in the book. I cannot find any failure mode of the
program in normal use.
