Comment:
After actually looking at the configure.in script and doing
real-time testing, I don't agree with the initial observation
that something needs to be done with the dependency.
If popt is not installed, rsync uses internal copy without
problems or issues.
If popt is installed, it uses the system-installed copy
without problems or issues.
No switches passed to configure required in either case.
