As far as I can tell, yes. The patch applies cleanly against 2.2 with
only a couple of offsets in links.h. The text says that the patch adds a
"UTF-8 I/O" configuration option, and that's exactly what I see. I
haven't actually tested it myself, but since it applied so cleanly and
does what it's supposed to I have no reason to doubt that it works.

I did consider adding something about the version, but I figured that
people would realise it for themselves. Unzip 5.52, for instance, is
still linking to unzip-5.50-alt-iconv-v1.1.patch. Personally I always
update the version; I was considering loading the patch in to the
patches project, it's only 20K uncompressed.
