As I added the directory myself then it was in this version, and because
I put in /etc/bash_completion.d I have no reason to suspect that there
was anything wrong with it. Perhaps it picked up my CONFIG_SITE values,
or perhaps I corrected it with --sysconfdir and forgot to put it in,
either way you are correct that it installs to /usr/etc.

I've been doing this for years.
