#3085: gtk-doc-1.12 will not install with rarian only

The following error occurs during the build:
/bin/sh: scrollkeeper-config.sk: command not found
/bin/sh: line 1: scrollkeeper-config.sk: command not found
despite Rarian being installed and Scrollkeeper NOT being installed.
Version 1.11 does not have this problem so I can only presume this is a
new bug.
