#3140: netfs references /bin/fuser, but it is in /usr/bin

 This has been broken since a little while before LFS-6.6 was released, but
 since BLFS used to be targetted to 6.5, and because my system still works,
 I hadn't bothered raising it.

 The only effect is a message during shutdown, along the lines of:
 /bin/fuser: no such file
 (shutdown continues normally and successfully)

 From this we can conclude that not all netfs users actually need to invoke
 fuser all the time, but having it working will do no harm.

 If tackling this, please also consider tackling #3102 for people who have
 /usr on a network fs.
