#3825: xcb-util incorrect download link

The download link (both of them) do not appear to be working. The http
link reports that I don't have permission to access, and the ftp link
reports a non-existent directory.
xcb-util (several version) can be downloaded from
http://xcb.freedesktop.org/dist/
