• Implement --deterministic-id command-line option and
QPDFWriter::setDeterministicID as well as C API function
qpdf_set_deterministic_ID for generating a deterministic ID for
non-encrypted files. When this option is selected, the ID of the file
depends on the contents of the output file, and not on transient
items such as the timestamp or output file name.
• Make qpdf more tolerant of files whose xref table entries are not the
correct length.
