New description:
Download (HTTP): https://ftp.gnu.org/gnu/libidn/libidn2-2.0.3.tar.gz

Build - this worked for me:-
./configure --prefix=/usr --disable-static
--docdir=/usr/share/doc/libidn2-2.0.3
