There is a list of mirrors at [https://www.gentoo.org/downloads/mirrors/]
ftp.heanet.ie/pub/gentoo errors, failed to change to the directory
ftp://gentoo.wheel.sk/pub/linux/gentoo/distfiles/ is empty
ftp://ftp.snt.utwente.nl/pub/os/linux/gentoo/distfiles/ appears to only
have files starting 0-9, A-Z, a-awe but that might be a limitation of how
much they will return to the browser, because
ftp://ftp.rnl.tecnico.ulisboa.pt/pub/gentoo/gentoo-distfiles/distfiles/ is
similar.
Looking at American (N,S) and many european sites I'm not getting any
response (i.e. I opened tabs for them and later for those below in germany
and britain which gave me an initial list of directories, but eventually
gave up).
From Japan, ftp://ftp.iij.ad.jp/pub/linux/gentoo/distfiles/ seems to be
giving me a full listing with every package mentioned above, but probably
not convenient for most users.
The following British and German sites seem to work and to have
everything.

ftp://ftp.mirrorservice.org/sites/distfiles.gentoo.org/distfiles/
ftp://sunsite.informatik.rwth-aachen.de/pub/Linux/gentoo/distfiles/

I'm inclined to go with mirrorservice
