No particular interest / urgency for me at the moment (I only build it as
part of the libwww/lwp stack, I'm hoping to break that down - not saying I
can get away with building any less of it for biber, just want to get the
book deps straight and then revise my own scripts.

AFAICS, released versions of Net::SSLeay at cpan/metacpan have not been
updated for this, the last mention in that package's cChanges is for
v1.1/v1.2 and that was in 2013. Probably there is a development version
somewhere.
In general, perl distributors do not release -rc or similar, they create
new versions for testing, but only upload to cpan when they are happy that
it is good enough for a release. So from time to time you will read in a
Changes file something like "no changes from previous version".
