#11355: IO::Socket::SSL-2.060 tests hang with openssl-1.1.1

 Initially, the dependency of Net::SSLeay was broken, the tests of that
 hung, and tests of this module failed.

 The tests of Net::SSLeay have now been fixed by a patch from fedora, but
 the knock-on effect is that the tests ofthis module now hang (burning one
 CPU core).

 As far as I could make out, upstream has one later commit which did not
 seem to help, and fedora sem to think the tests pass.
