On an 8.3 system with openssl-1.0, applying the patch to Net::SSLeay
breaks IO-Socket-SSL in the same way as for 1.1 (i.e. the tests hang,
burning CPU.
Since, for the moment, users of 8.3 might still be reading the -dev book,
add explanatory comments to both.
