As a heads up, the new URL is
[http://inkscape.org/dl/resources/file/inkscape-1.0.tar.xz] (notice that
it refers to itself as 1.0 and a .tar.xz file)
In addition, it extracts to this:

It most certainly needs GDL and double-conversion, I'm not sure if it
needs anything else as I haven't built either of those.
