#14600: Consider changing p7zip to p7zip-17.03 (upstream forked)

 As mentioned by Ryan Marsaw on 1/30/2021 on blfs-dev, p7zip has been
 forked and is now actively maintained. The fixes that we have in the book
 have been put into this version as well.
