Yes. I don't use PAM, but it seems to me that the current PAM behavior now matches the non-PAM behavior. Personally, I don't like this behavior at all. It's worth noting that su from Coreutils does not exhibit this behavior. It's also worth noting that patches are floating around to enable PAM support for Coreutils su.
