Doc tarballs are downloaded for other packages. If tcl isn't strictly
required then I most certainly wouldn't go out of my way to build it
just to build docs that I could download instead. I don't consider the
choice of converting sgml into some other format a basis of what is the
LFS/BLFS "way".
