I noticed you suggest removing the following lines from the XSL
stylesheet installation (updating the catalog section):

xmlcatalog --noout --add "delegateSystem" \
    "http://docbook.sourceforge.net/release/xsl/"; \
    "file:///etc/xml/docbook" \
    /etc/xml/catalog &&
xmlcatalog --noout --add "delegateURI" \
    "http://docbook.sourceforge.net/release/xsl/"; \
    "file:///etc/xml/docbook" \
    /etc/xml/catalog

Can you explain what these lines in the catalog did, and why you
suggest removing them?
