I'm inclined now to just leave it right where it's at, seeing how it works there and it may very well be intentional. Andy just mentioned that this 'feature' is new to the most recent version of GNOME Icon Theme, so as you say, it very well may be a trend to start using /usr/share/pkgconfig.
