The reasons I can think of:

1. No one builds every single package, so downloading a tarball would waste bandwidth. 2. The tarball would be almost 2GB in size for the SVN version and still wouldn't be complete because of software packages with licensing/redistribution issues. 3. When one single package is updated, a new tarball must be created, forcing every LFS mirror to download a 2GB file again.

I am sure there are more, but need more caffeine first before I can think. ;) So basically, it is impractical.
