As best as I know, there were API/ABI changes. Every package that
links to OpenSSL probably needs to be checked out. That is a big
job. In my opinion, simply updating and letting the chips fall where
they may is not an alternative.

Without concrete evidence that it is likely not to cause problems,
what is gained?
