'kpsewhich tex.pool' give you?

  Did you run the 'mktexlsr' just before the
'fmtutil-sys --byfmt jadetex'? Can you check the output of the multiple
'kpsewhich this that's used in the JadeTeX discription? They should give
you (modulo different prefix, of course):

$ kpsewhich texmf.cnf
/opt/teTeX/texmf/web2c/texmf.cnf
$ kpsewhich -expand-var '$TEXMFSYSVAR'
/opt/teTeX/texmf-var
$ kpsewhich latex.fmt
/opt/teTeX/texmf-var/web2c/latex.fmt
$ kpsewhich -expand-var '$TEXMFLOCAL'
/opt/teTeX/texmf-local
$ kpsewhich fmtutil.cnf
/opt/teTeX/texmf/web2c/fmtutil.cnf

  (I hope I caught all.)

privately and I'll try to figure out what is going on.

(*)  I do not have a 'by the book' tetex installation, but it differs
     basically only in the prefix.
