We should indeed distinguish between testsuites for functionality and
testsuites for packaging. Maybe, for functionality testsuites, write
this: "To test the package functionality, issue make check". For
packaging-only testsuites, however, different wording is needed (if
"make check" is advised at all).
One more point, if we choose to completely ignore packaging-only
testsuites, is to mark the package somehow (XML comment?) so that
different editors don't end up checking it over and over again only to
find out that it has a packaging-only testsuite.
