teTeX-3.0 is able to process UTF-8 encoded LaTeX documents. Such files must
contain the following line in their preamble:
\usepackage[utf8]{inputenc}
However, it is not recommended to use this feature blindly if you are not the
only author of your document, because of the possible interoperability problems.
First, versions of teTeX prior to 3.0 don't understand this line and give an
error. Second, popular LaTeX IDEs for Windows (such as WinEdt or TeXnicCenter)
cannot edit documents in encodings other than the default Windows encoding
(which is never UTF-8).
The first problem can be solved by installing the "ucs" package from
http://www.unruh.de/DniQ/latex/unicode/ on the computer that has an old version
of teTeX. The second problem has no solution other than asking your co-authors
to change the editor (e.g., to GVim) or reencoding the file to the Windows
default encoding and changing the inputenc line accordingly.

Once again, please don't present this as a problem with teTeX-3.0 itself. It is
an interoperability problem caused by other software.
