This is a bit misleading. A reader can interpret "not displayable" as 
"Man-DB will show nothing". A better wording would be:

The xf86-input-evdev, xf86-video-ati, xf86-video-fbdev, xf86-video-glint, 
and xf86-video-newport packages install manual pages in UTF-8 encoding. 
Man-DB does not display them correctly.

Not "change the offending encoding", but "replace the offending characters".
