I prefer to put anything that does not have lib specific data in it in
/usr/share/pkgconfig. There's no harm in putting the file there as it is
in pkg-config's default search path. Plus it simplifies some builds on
multilib systems.
pkg-config's default search path is
${datadir}/pkgconfig:${libdir}/pkgconfig.
