My understanding with D-Bus is that you must launch the system
deamon so that it will respond to user requests.

The system daemon operates in the background listening to user
requests for device handling. That is why we have always launched
the system daemon, and then given instructions for gui-aware
desktops to launch a user-daemon.

I am not sure if this is still the case, but that is how it
operated in the past.
